經濟上調符預期‧私人界推動成長‧經濟學家:營運開銷需削減

(吉隆坡15日訊)經濟學家認為,《2010/11經濟報告書》是政府促請私人界扛起成長重責大任的提醒訊號,財政預算主要專注於選擇性的領域,也偏向於成長導向,同時2010年的成長則從較早的6%上調至7%,符合市場的預測。

他們表示,明年的國內生產總值成長預測介於5至6%,反映出口領域的不明朗化,主要依賴內需推動。

營運開銷2011年增長7%

政府的營運開銷在2010年下滑3%後,2011年則增長7%,主要因國家關鍵績效領域(NKRA)及國家關鍵經濟領域(NKEA)落實的額外開銷 及第十大馬計劃的新承諾,但是,大馬的營運開銷在2001至2010年之間每年激增10.4%,超出同期的稅收成長每年達10.1%,這也意味著“沒有生 產性”的營運開支需要削減,以及重新輸入擴充國家生產產能的社會經濟項目。

2011年發展開銷總額達492億令吉,比2010年的540億令吉下滑9%,主要反映第二振興配套的消失,顯著資金將注入6項國家關鍵績效領域 (95億令吉)、12項國家關鍵經濟領域(60億令吉)、完成第九大馬計劃的項目(220億令吉)及第十大馬計劃的新工程項目(124億令吉)。教育與培 訓佔發展開銷21.1%或104億令吉。

公務員薪資規模宜調整

聯昌研究經濟主管李興裕指出,在稅收成長穩定之際,政府需要削減過去10年平均達10.4%成長的營運開銷,如佔58%比重的固定開銷需要削減,公務員的退休制度需要全盤的改革,公務員薪資佔營運總開銷的28%或456億令吉,或佔總稅收的27%,也值得調整適當規模。

聯邦稅收在2011年預計增長2.3%,他認為是務實的,但營運開銷的增長導致營運盈餘在明年大幅降至30億令吉,比較2010年為100億令吉,這表示營運監控及開銷效率需更多的財務紀律。

津貼合理化持續推行

令人欣慰的是,津貼合理化持續推行,儘管只是小步伐。明年的津貼支付預計滑落4.8%或12億令吉至237億令吉,佔明年總營運開銷的14.6%,比較2010年為249億令吉或佔總營運開銷的16.4%,此計劃需要繼續推行,因政府的營運開銷告增長。

2011年的總開銷預算增長2.8%至2千120億令吉,或佔國內生總值的25.3%,比較2010年達2千零62億令吉或佔國內生總值的26.6%。2011年的預算赤字微跌至佔國內生總值的5.4%,比較2010年佔5.6%,符合市場預測。

以價值計算,明年的預算案赤字達455億令吉,比較2010年估計達433億令吉。

他說,政府的明年預算,主要通過國家關鍵經濟領域提振更多的私人投資、正視勞力市場問題,如最低薪資建議及吸引人才的獎掖,中級收入階級或減稅。



稅收基礎需擴大

在稅收方面,李興裕認為,政府迫切需要擴大稅收基礎,朝向消費為基礎的稅,儘管消費稅推行已告展延,主要因為大馬尚未作好準備,但政府可以探討增加收入的來源,包括農業地的轉換、私有化、汽車進口准證投標等,以增加政府收入。

消費應為稅收基礎

私人領域開銷應當繼續主導成長,在2011年增長7%,比較2010年為8.1%,身為成長輔助者的公共領域只微幅增長2.8%,比較2010年為3.8%。所有的經濟領域料取得正面成長,惟成長步履已放緩,礦業及農業則除外。

“最艱巨的挑戰,是維持私人界的需求,因出口在主要先進經濟體成長舉棋不定之際或走跌。”

李興裕也坦承,政府不敢寄以全面的厚望在私人界,以扛起成長重責大任,但私人投資卻有回溫跡象,但如果出口放緩,私人需求或難以持續,私人界最期盼的是明確、肯定及具有承諾的政策。

他指出,政府在過去10年並沒有正視長期的架構性問題,而且已累積長久,難以根除,因此,政府是希望通過經濟轉型計劃及國家關鍵經濟領域等,以為私人界重新注入生命力,而政府的轉型也需要持續。

李興裕也預計現有的利率為2.75%會維持至明年的首季,以確保復蘇的顯現。

豐隆銀行經濟學家鐘艷屏認為,政府的明年度成長預測與財政預算及預算赤字都非常務實,不會令人太感意外。

她說,在實行改革計劃之際,預算赤字沒有大幅降低,是可以理解的。

她指出,政府為了推動發展計劃,導致營運開銷回漲,這也意味著政府減低開銷的努力仍然不足。

通膨料介於2至2.5%


政府發展開銷的謹慎,她表示大部份放在重點推行計劃,即公用領域、運輸、及貿易與工業。

儘管政府津貼因合理化而降低,但似乎沒有明顯反映在消費價格指數上,讓她有些不解,她預計今年的通膨率介於2至2.5%,明年估計達2至3%,南北大道(PLUS)的私有化,或有助降低通膨。

Pandan Leaf Kaya 素香葉加椰

材料:
(A) 糖 250克
(B) 椰漿(濃)450克、淡奶水200克、PANDA香葉汁3 湯匙、玉米粉2 小匙、Custard powder1 小匙

做法:
  1. 先把材料(B)攪至均勻.
  2. 把煲燒熱, 把材料(A)倒入煲裡,煮至溶化,或是變成金黃色.
  3. 然後, 把已攪拌好的用料(B)加入, 已慢火煮至凝結為止. 完成.

Text Editor
Program that comes with the default installation of most computer operating systems that permits the user to save text to a file stripped of any formatting. Often used by web page authors, beginner and hardcore alike.
HTML Editor
Basically a text editor on steroids facilitating the writing of HTML source code by providing a graphical user interface containing buttons and drop-down menus that allow one to insert commonly used snippets of code.
WYSIWYG Editor
A program which permits the user to create a web page by working 'on top' with the finished product as opposed to working underneath with the HTML source code (WYSIWYG = What You See Is What You Get). Although the easiest to use, WYSIWYG editors quite often produce bloated and junky source code.
